coding with modifiers

A baby was seen in the office for preventive care and shots were give and an E/M OV was also done . so modifier 25 for preventive care and 59 for E/M were used. the Dr. also did cauterization (umbilical cord) can we use modifier 33 with that?

I would do:

Regular ov/25
Preventive med/no modifier
Cauterization/59

we were doing the same but with BCBS if the shots were giving in the preventive care they pay only if there is a modifier with for 993XX.
